An act of the New Jersey Legislature incorporated Manchester as a township on April 6, 1865. It was created from portions of Dover Township (now Toms River Township), while portions of this township were later taken to form Lakehurst 56 years later. It was named by founder William Torrey after the metropolitan borough of Manchester in England.
